"Among the questions posed to the Expert Panel is the issue of whether Canada has reliable means to monitor the availability of critical skills, both currently and in the foreseeable future. The Panel has therefore been concerned with the labour market information and monitoring system itself, and has sought to discuss whether it provides timely and accurate information which can be used in assessing the labour market situation in key skills areas. A significant aspect of this question, in turn, is how existing information systems treat skills as well as occupations"--Background to the Seminar, page 1.
