"The Expert Panel on Skills was established in late 1998 to determine whether shortages of critical skills existed, or might exist in future, in five strategic Canadian sectors - aerospace, automotive, biotechnologies, environmental industries, and information/telecommunications. In its discussions, the Panel viewed these sectors as representative of knowledge industries more generally, and cast many of its discussions in this broader context"--Introduction, page 1.
