"On November 3, 1975, the Minister of State for Urban Affairs introduced a "Federal Housing Action Program" (FHAP). The goal of the program is: to stimulate production of the kind of good quality housing that lower and middle income Canadians need and can afford, and to stimulate employment throughout the country.
