"Canada Mortgage and Housing Corporation (CMHC) has been developing techniques to evaluate the physical condition of the housing stock since the mid-1970s. In 1979-81, CMHC and the U.S. Department of Housing and Urban Development undertook a major study of housing conditions, and Ekos Research Associates conducted a pilot study in Ottawa as part of this effort. The Ekos study produced the first generation of surveys of the physical condition of houses in Canada"--Introduction.
