"This paper describes community enablement as a process whereby neighbourhoods or similar small social groups are facilitated in their efforts to identify for themselves their priority issues, to develop solutions they believe are appropriate and, if necessary, building their own capacity in order to implement solutions. Community enablement has the potential of tapping the capacity of local groups to address concerns which have, until recently, been addressed primarily through public expenditure. It is written in the hope that those involved in the development of public policy may be encouraged to explore ways in which they can foster community capacity"--Executive summary.
