"The World Commission on the Environment and Development, in its call for sustainable development, proposed that more decisions should be made at the local level, involving local organizations and especially the under-priviledged members of society, in order to ensure social equity in the quest for solutions. With the decision-making authority would go the resources - funding and staff - to carry out the local decisions. Presumably, neighbourhoods would be organized so as to provide the means of resident involvement in collective decision-making"--Abstract.
