Efforts to reduce housing costs, increase choice and introduce new and more flexible financing arrangements to lower the barriers to homeownership or reduce the cost of rental housing have been pursued throughout the post-war period. Housing finance is one area where there have been major advances. Because almost all housing requires the use of borrowed funds, this is a key area in terms of improving access to housing both for homeowners and (indirectly) renters.
