"The goal of this guidance document is to supplement, not replace, the Canadian Council of Ministers of the Environment (CCME) Canada-Wide Standard (CWS) for Petroleum Hydrocarbon (PHC) in soil documents, by further assisting custodians with the implementation of this standard, which will promote consistent decision-making with respect to petroleum contaminated site management at federal sites. The purpose of this guidance document is therefore not to explain how to apply all aspects of the CWS PHC documents but to provide guidance or clarity where the documents do not give specific direction. If provincial/territorial regulatory acceptance is an objective for the project, early engagement with provincial/territorial government representatives is recommended to determine what is required under their respective jurisdiction"--Scope of supplemental guidance, page 2.
