"As part of its mandate, the Canadian International Trade Tribunal (Tribunal) may conduct inquiries to determine if goods are being imported into Canada in such increased quantities and under such conditions as to be a principal cause of serious injury, or threat thereof, to the domestic producers of like or directly competitive goods. Such inquiries are referred to as “safeguard inquiries”. In the event of an affirmative determination by the Tribunal, the Government of Canada (Government) may apply measures on increasing imports to prevent or remedy the serious injury, or threat thereof, to domestic producers. Such measures are referred to as “safeguard measures”"--Introduction, page [1].
