520 |a"The Canadian International Trade Tribunal (Tribunal) provides a forum whereby issues regarding the conduct of certain federal procurements can be addressed at the request of suppliers. Various trade agreements designate the Canadian International Trade Tribunal (the Tribunal) as the bid challenge (complaint) authority for Canada. Parliament has enacted legislation designed to ensure that the procurements covered by the trade agreements are conducted in an open, fair and transparent manner and, wherever possible, in a way that maximizes competition. On occasion, a supplier (or potential supplier) may have reason to believe that a contract has been or is about to be awarded improperly or illegally, or that, in some way, it has been wrongfully denied a contract or an opportunity to compete for one. The Tribunal provides an opportunity for redress for suppliers concerned about the propriety of the procurement process relating to contracts covered by the trade agreements"--Introduction, page 1.
