520 | |a"The existence of a separate television program rights market in Canada is integral to the business model of private broadcasting and, accordingly, has historically been seen as fundamental to a healthy Canadian broadcasting system. Policies favouring Canadian broadcasters, primarily of a structural nature, permit the acquisition by private television stations and discretionary services of rights to popular US television programming, the profits from which in turn cross-subsidize less profitable Canadian programming, from local news to Canadian drama. Studies conducted over the last fifteen years have tracked the health of the Canadian television program rights market and signaled the potential for bypass by Internet based television providers, but as recently as 2017 concluded that the Canadian rights markets is relatively sound. This study concludes that the significant presence and market share of US Internet based over the top television (OTT) providers in Canada, and in particular the arrival in the last two or three years of US studio-network-cable-OTT conglomerates, is now significantly eroding the ability of private broadcasters to acquire rights to US programming"--Precis, page 1. |
