"On April 22, 1992, the Gwich'in Tribal Council (GTC) and the Government of Canada (Canada) signed the Gwich'in Comprehensive Land Claim Agreement (GCLCA), and the accompanying Implementation Plan (IP). The GCLCA came into effect on December 22, 1992. The Government of the Northwest Territories (GNWT) is a committed partner in the implementation of the GCLCA and is responsible for a number of implementation activities"--Background, page 8.
