"This guidebook contains instructions and practical advice for immediate response in countering the devastating effects of an oil spill when it occurs on land or on water. It is addressed to those who are in the front line and will have to take an active part in cleanup and recovery operations. The procedures described in the following pages cover the entire period of the spill, from first alert to final cleanup. They apply only to oil spills and are not be used for toxic chemical spills. The instructions are valid for land and small watercourses in Canada; they do not include large bodies of water such as major rivers, seaways, the Great Lakes, or oceans"--Introduction, page 4.
