"A Residual Excited Linear Prediction (RELP) codec (coder/decoder) real-time hardware simulator has been developed recently with funding from the Communications Research Centre (CRC). It is believed to be the first of its kind built in Canada. The simulator permits real-time evaluation of RELP coded speech at various data rates, in particular, 4.8 and 9.6 KBPS. It also provides flexibility to fine tune the original INRS (Institut National de la Recherche Scientifique) developed RELP algorithm through simple firmware changes. Preliminary laboratory testing of RELP coded speech at 4.8 KBPS has revealed that speech quality is judged to be very intelligible and of good quality. In addition, the robustness of the RELP algorithm to background noise makes it particularly attractive for military and law enforcement applications"--Introduction, page 1.1
