"UMA Engineering Ltd. was retained by Environment Canada to conduct an inventory of all combined sewer overflow (CSO) discharges to the Fraser River Basin, including Burrard Inlet and its tributaries. The project was required by the pollution abatement component of the Fraser River Action Plan, an initiative of the federal Green Plan, which calls for the identification of contaminants entering the Fraser River Basin from both point and nonpoint effluent sources. Combined sewer overflow discharges represent point sources of pollution and thus require evaluation. As given by the terms of reference for this project, the number of CSO structures in the study area was confirmed. Subsequently, for each CSO located, an inventory was conducted of the information available regarding the sites, the structures, the overflow volumes, frequencies and quality, the contributing industries and the receiving environments. The primary sources of information were the Greater Vancouver Regional District (GVRD) and the City of Vancouver; no field survey work was required as part of the project.
