"The Toronto Waterfront Revitalization Initiative (TWRI) was created in 1999 when the Governments of Canada and Ontario, and the City of Toronto, announced a plan to rebuild and renew the districts of West Don Lands, East Bayfront, and the Port Lands. This led to the creation of a designated waterfront area in the City of Toronto. Waterfront Toronto (WT), a not-for-profit corporation with a Board of Directors appointed by the three levels of government, was established in 2001 with a 25-year mandate to lead the revitalization work"--Program overview, page 4.
