"The general objective of this study is to offer a preliminary analysis of the effectiveness of governance with respect to the vitality and development of the official language minorities in Canada (English speaking in Quebec and French speaking elsewhere in Canada). Its analysis concerns one method of coordinating action, the Canada-community agreements. This method, more than any other, involves the players in the decision-making process of language planning. The Canada-community agreements also claim to respond to the official language communities’ vitality and development needs pursuant to Part VII of the Official Languages Act (the Act)"--Background, page 2.
