"The aim of the socioeconomic impact study will be to identify and place in perspective some of the critical implications and alternatives available to government to achieve the greatest possible net social benefit from the CANSTEL project. It will take into account a spectrum of relevant economic and social considerations such as national and regional development strategies, employment, social development, ecology, and land use planning"--page I-3.
