"In this report, the Parliamentary Budget Officer (PBO) undertakes an analysis of the direct fiscal costs of processing the applications of the economic streams of immigration through the Express Entry (EE) system: Federal Skilled Workers (FSW), Canadian Experience Class (CEC) and Federal Skilled Trades (FST). This system is used for all of Canada, excluding Quebec (hereafter referred to as rest of Canada (ROC)). Quebec runs a separate system, which is not covered in this report"--Summary, page 1.
