"This paper is designed to examine the past performance and potential of manufacturing within the Canadian economy, the manner in which governments have influenced industrial development, alternative policies which could be brought to bear to strengthen the capability of manufacturing and the economy. Specifically, this paper looks at the postwar record of production, employment and foreign trade in terms of their own evolution and in relation to the economy as a whole.
