"The objectives of this Agreement are: to encourage the growth of medium to high technology ocean manufacturing and service industries which will serve as the cornerstone for the longer-term development of a major Nova Scotian ocean industrial complex; and to provide support for applied research and technology transfer which will enable Nova Scotia to capitalize on its existing ocean scientific base to become a true "centre of excellence" in the ocean industries sector"--Section 2, page 3.
