"This study focuses on two basic Internet applications, Web sites and electronic mail (e-mail). In terms of official languages, its primary focus is on service to the public while its secondary one is on language of work. The study also considers the Treasury Board Secretariat's (TBS) official languages policy with regard to the Internet and that of the 20 federal institutions surveyed"--Introduction, page 1.
