"The report highlights the need for governments to implement pollution prevention programs to eliminate or phase out the emissions of air toxics in the region and recommends that priority attention be focused on fifteen known carcinogens that are present in the ambient air. The Commission’s recommendations are based on studies undertaken by its advisory board which reviewed available information and assessed human exposure to chemical substances through direct inhalation"--Page [iii].
