"This study was commissioned by the federal Department of Communications (DOC) to develop a methodology and framework for assessing the cross-impacts of public, private and shared telecommunications networks over the next decade together with a qualitative assessment of the interaction of the various forces and factors that affect supply and demand over this time period. In this respect, the report identifies, analyzes and ranks those factors that are expected to have the greatest impact on the development of public, private and shared networks to the year 2000"--page 2.
