"This document is the first iteration of Canada's plan to address climate change. It outlines a long-term strategic approach, whereby all key stakeholders, working with governments, are involved in developing and implementing actions that will effectively address this global challenge. The Action Program also highlights ongoing and enhanced activities, new measures, along with measures under consideration for future implementation. The Action Program represents an update to Canada's first national communication under the Framework Convention on Climate Change. Canada's National Report on Climate Change-released in early 1994-provided a "snapshot" of what was being done by governments, communities, and the private sector with respect to Canada's Convention commitments in the areas of climate change mitigation, adaptation, research and education, and international cooperation. It also provided an initial picture of greenhouse gas inventories and emission forecasts"--Chapter 1, introduction, page 3.
