"When discussing barriers to international trade, observers often concentrate on tariff and non-tariff provisions in trade agreements. Regarding the latter, either “non-tariff barriers” (NTBs) or “non-tariff measures” (NTMs) or both may be the focus. According to the World Trade Organization (WTO), “non-tariff barriers” are measures—other than tariffs—that protect domestic producers. The United Nations Conference on Trade and Development defines “non-tariff measures” as policy measures, other than customs tariffs, that change quantities traded or prices or both, and thereby may affect trade in goods"--Introduction, page 3.
