"The consultants were requested to prepare a report concerning the issue of competitive applications for renewal and transfer of broadcasting licences under the Broadcasting Act. The report is to address economic, regulatory and policy issues which the Department of Communications must assess given its responsibilities to all interested parties and governments under existing legislation. The report is to describe as a minimum existing CRTC procedures and practices, existing challenges to CRTC procedures, financial and procedural policy considerations, alternatives to competitive licensing, and policy recommendations"--Terms of Reference.
