"Part VII was added to the Act during its update in 1988. It outlined the Government of Canada’s commitment to enhancing the vitality of OLMCs and to promoting the full recognition and use of both of Canada’s official languages. It was widely seen by OLMCs as one of the major improvements to the Act. Indeed, Part VII is a concrete example of measures taken by the Government of Canada to implement subsection 16(3) of the Charter, which concerns the advancement of status and use of Canada’s official languages. Part VII is also inspired by the unwritten constitutional principle of the protection of minorities"--Page 3.
