"The purpose of this report is to set out a range of possible options concerning native television production centres in Canada's northern regions and the projected costs of those options. These proposals are meant to provide a springboard for discussion by native groups and government officials. The options presented are in no way to be considered final policy statements. It is obvious that the impetus for such a venture must come from the local Indian, Métis, Non-Status and Inuit representatives. Any centralized, southern scheme for such a massive undertaking would be doomed to failure, as have countless other schemes blueprinted for northern people without prior conultation or direction from those concerned"--Introduction, page 1.
