"In A Charter of Rights for Creators, the Sub-Committee on Copyright recommended that several new rights be embodied in revised copyright legislation. This memorandum, commissioned by Mr. A.A. Keyes, Director of Copyright for the federal Department of Communications, estimates the money value of ten new rights proposed by the Sub-Committee; that is, the incremental copyright payments required if these rights were encoded in legislation. The consultant was asked to estimate the value of these rights for one year only, namely 1985, but was not asked to project the value into the future"--page 1.
