"The Comprehensive Management Plan (CMP) builds on enhancements implemented by the National Emergency Strategic Stockpile (NESS) in response to the COVID-19 pandemic and other subsequent and concurrent major public health events, and provides a roadmap for transformation of the NESS program (hereafter referred to as the NESS) moving forward.
