"The purpose of this study is to identify and measure the costs of adjustment with the use of a consistent methodology. Based on our empirical findings, specific programme proposals are outlined to reduce the overall costs of adjustment and to compensate those individuals who are made worse-off. Even though this study focuses on the costs of adjustment caused by trade liberalization, the methodology is also applicable to a wider range of adjustment problems"--pages ix-x.
