"The 1974-75 surveys of the St. Lawrence River were conducted under the terms of the agreement signed by the ministers of the environment for Quebec and Canada. This agreement provides for a study program designed to develop the measures necessary to protect, improve or restore the river's water quality. Management of this program was entrusted to a bipartite committee called the St. Lawrence River Study Committee"--page 1.
