"Planning for telecommunications services in the Canadian federal government has three loci of activity: departmental services, shared services and government-wide services. Planning mandates exist and a planning activity takes place at each level of service. The respective planing activities are assessed in light of requirements and mandates; recommendations for organizational telecommunications planning are provided. As a result of the analysis of planning activities against mandates and requirements, a government telecommunications planning approach is proposed"--Abstract, page 2.
