"This report contains an assessment of the effectiveness of three key processes involved in the conduct of the Anik-B Communications Program. The assessment covers both phase one and phase two of the program. The purpose in assessing the effectiveness of these processes in the Communications Program is to provide useful insights to the Department of Communications (DOC) in planning future satellite communications service development programs.
