"The purpose of this paper is to identify some fundamental policy issues related to the use of communications satellites for international traffic within the North American telecommunications network. A number of factors which would affect utilization are presented and several options have been identified in terms of technical and institutional arrangements. Those presented however, are not intended to represent the complete range of options. Rather, they reflect presently available information and are intended to provoke discussion and comment by institutions directly affected"--Object, page 2.
