"This report presents a decision-theoretic, formative evaluation of the Satellite Tele-Education Project (S.T.E.P.) undertaken by the Ministry of Education of the Government of British Columbia. The report presents technical information gathered on a variety of different types of programs. Comments, questionnaires and anecdotal data were solicited from a variety of participants and locations. The responses were analyzed and recommendations generated. The utility of each of these recommendations to achieve different objectives was assessed. In addition, the relative utilities of the recommendations were examined. Suggestions for implementing some of the recommendations in order to improve future programs concerned with distance education via satellite are offered"--Abstract.
