"Measuring housing cost provides great insights that can help governments and policy makers monitor access to good-quality affordable housing and evaluate and update current policies. On the other hand, classic location theory suggest that transportation costs are inversely correlated to land, hence housing, costs. Transport cost at a certain living location adds up to living cost, thus it should be considered to measure affordability"--Introduction, page 7.
