The investigation addressed four areas: 1. Policies, procedures, and guidelines—whether the documents that govern the RCMP's public complaint process in Nunavut are adequate, appropriate, sufficient, and clear; 2. Training—whether the RCMP provides training on the public complaint process that is adequate, appropriate, sufficient and clear; 3. Compliance—whether the RCMP is complying with its policies, procedures, and guidelines, has the means to assess this compliance and whether it is doing so; 4. Public perception—whether the people of Nunavut are aware of, and confident in, the RCMP public complaint process. This report presents the CRCC's investigative process, findings, and recommendations"--Purpose of this report, page 2.
