"This commentary has been prepared as a guide for users of Part 3 of the National Building Code (NBC) because of the diversity and complexity of the conditions encompassed by that Part. Part 3 is concerned chiefly with the safety from exposure to fire and the health of the occupants of a building. In using this commentary it is helpful to understand the scope of Part 3 in relation to other Parts of the NBC and the relationship of Part 3 of the National Fire Code of Canada (NFC).
