"The National Building Code of Canada (NBC), since its first issue in 1941, has contained model building requirements that were developed to provide a minimum level of safety for the occupants of a building. Although the requirements are primarily drafted for new buildings, they should also be applied to existing buildings which are undergoing change of occupancy, reconstruction, or rehabilitation"--Preface, page 5.
