"This study has evolved from an identified need for greater climatological research on drought and its impacts in Canada. The need was made sharply apparent during the 1976-77 winter drought in the Prairie Provinces when searches for climatological precedents, appropriate data and explanations for events proved to be difficult and slow. In 1978 and 1979 the Atmospheric Environment Service laid plans to launch a drought study, and it became operational in 1980"--Preface, page i.
