"In 2020, the Commission launched the horizontal audit on the employment of racialized people in management and executive positions in the public service. The pool of employers for this audit consisted of departments and agencies in the federal public service with over 500 employees. The horizontal audit focused on systemic issues faced by racialized people in management and executive positions in the public service and assessed the employers’ compliance with the nine requirements of the EEA. In this horizontal audit, these nine requirements were grouped into themes called lines of inquiry.
