"In 1959, residents of the Alliance area realized that both urban and rural water supplies would have to be improved if the town were to develop and local livestock populations were to be maintained or increased. This resulted in a request to the Prairie Farm Rehabilitation Administration (P.F.R.A.) to make an inspection of the area with a view to locating a damsite that would create a reservoir to meet these needs"--Introduction, page 1.
