"The theory of upper wind statistics is applied to determine the frequency distribution of equivalent tail winds. Relations are presented for the mean and the standard deviation of the equivalent tail wind. The assumption of an elliptical distribution of probability density for the mean wind over a leg is shown to yield a distribution of equivalent tail wind which is virtually Gaussian. Methods of computation of the parameters involved are presented and their time-combination discussed. Techniques for the incorporation of ascent and descent flight procedure into the above computations are presented. Formulae for the mean and standard deviation of the resultant equivalent tail wind are given for relatively short flight routes and for relatively long routes"--Abstract, page [1].
