"In Canada, in the past, housing interventions have focused on populations more likely to face housing challenges. This situation was often measured by the core housing need (CHN) indicator. For example, in the National Housing Strategy, the interventions aim to focus on identified populations more likely to be in core housing need (recent immigrants, seniors, people with disabilities, Indigenous peoples, etc.)"--Page [1].
