"Currently the City of Ottawa is involved in the provision of rental housing through 'City Living', its Non-Profit Housing Corporation. The active role of the municipal government in ensuring the quality and availability of housing in Ottawa is not a recent development. The intent of this report is to examine the changing nature of the City of Ottawa's involvement in housing throughout this century and the historical developments leading up to the establishment of the City of Ottawa Non-Profit Housing Corporation. Background information will be provided on the general housing conditions that have existed in Ottawa from time to time that influenced the City's intervention in housing"--Introduction, page 1.
