"The overall purpose of the evaluation was to examine the Mental Wellness Program (MWP) activities and funding, as outlined in the Five-Year Evaluation Plan at Indigenous Services Canada (ISC), and in compliance with the Treasury Board (TB) Policy on Results and Section 42.1 of the Financial Administration Act. The evaluation covered the fiscal years 2015-16 to 2020-21. The total funding allocated to the MWP from 2015-16 to 2020-21 was approximately $2.1 billion. The MWP description has changed over time to recognize the need for a holistic approach to Indigenous mental wellness and to align with Indigenous priorities around mental wellness. The program is guided by key partner led frameworks including the First Nations Mental Wellness Continuum Framework (FNMWCF), Honouring Our Strengths, and National Inuit Suicide Prevention Strategy (NISPS). Each of these frameworks was designed to be comprehensive to mental wellness that is grounded in culture and First Nations- and Inuit-specific determinants of health and well-being. …"--Page 1.
