"The Ethical Framework for the Recruitment and Retention of Internationally Educated Health Professionals in Canada ("the Framework"), based on the WHO Global Code of Practice on the International Recruitment of Health Personnel (WHO Code), is intended to facilitate the adoption of ethical, responsible, fair, and transparent practices. The Framework includes voluntary considerations that aim to support the ethical recruitment and retention of internationally educated health professionals (IEHPs) to Canada. IEHPs play an important role in the delivery of health and social care in Canada and should be recruited and supported in an ethically responsible manner. The Framework has been developed in consultation with stakeholders across Canada involved in the recruitment, retention, settlement, and integration of IEHPs, including IEHPs with lived experience. Federal, provincial, and territorial governments, as well as other key actors, continue to be active participants in advancing the ethical recruitment of IEHPs to Canada, and illustrative examples have been included throughout the Framework"--Context, page 2.
