"This memorandum provides guidance on the importation and exportation of certain food, plants, animals and related (FPA) products, that are covered through a system of certain permits or certificates, which helps to regulate the international trade of wild animals, plants and their parts or derivatives to ensure it does not threaten their survival. It aims to protect endangered, threatened and at-risk species of wild animals and plants against overexploitation due to international trade"--Page [1].
